The Stockholm Challenge is a pioneer among ICT awards and networking organisations, <br />
So far the Stockholm Challenge has brought together over 5,000 ICT projects from all over the world, many of whom are active in lasting and growing networks. <br />
The over all goal of the Stockholm Challenge is to help counteract social and economic disadvantage, wherever it occurs, by promoting the use of ICT for development. It is mostly targeted towards developing regions and community or social sectors such as gender equality and minorities with the greatest needs. The award invites projects in six different categories:<br />

What about Stockholm Challenge Award 2008<br />
The Challenge programme 2008 has been targeting ICT for Development projects globally. Great efforts have been put into the search for excellent examples of information and communication technologies that show convincing benefits to people and communities, wide impact and proofs of future sustainability. <br />

"The standard of the projects in the Stockholm Challenge Award this year is better than ever", says project manager Ulla Skid鮠and adds: "the criteria for participation have been set to a higher level compared to earlier years. Participants needed to more clearly demonstrate social impacts and sustainability with their projects in 2008. This resulted in 145 exceptional projects from more than 50 countries.<br />

•Enhanced interaction and exchange of experiences between Telecentres the participation.<br />
•To promote the exchange of experiences between staff in the field of information technology.<br />
•Communications amongst countries of basic steps to be worked for the promotion and development.<br />
•Promotion of a common unified communication channel interactive exchange through which members of the participants their experience with others in variety fields, especially social and economic, with a focus on factors Advancement and Support of the communities and remote rural areas, which is sometimes difficult to access.<br />
•The goal through ICTs and education ,learning to achieve ultimate goal by bridging the digital divide between the urban and rural in our countries and reduce the digital divide between men and women through information technology.<br />
•To expanding horizons and scope of youth which use technologies and computer technology to reach vital point "Information for all". <br />
•The exchange of experiences through the gate of the joint unified platform for the participants via members providing their experiences and their success and failure in some cases.<br />
•That our site is the only forum that brings and included all participants in the Community Development Support Plan, which reflected on the future of society and its members have achieved this through the last event in Kuala Lumpur "TLF" Telecentre Leader Forum.<br />

In order to do such steps should be initiatives in place and ready to cooperate in creating resources and solidarity to cross into the gate of information technology, communications and networking.<br />

We invite all participants to exchange local national experiences, in addition international, organizations NGOs, governmental, and civil society organizations, private sector and SMEs.<br />
<br />
To summarize interrelate ideas and goals and objectives and to live amongst technically countries lead at the global level. We will sum up the most important items participations through exchange of experiences:<br />
<br />
•Discussion group goals and objectives that achieve community development through the exchange of experiences amongst colleagues.<br />
•Promote access points amongst participants on the information useful, and available resources, articles, publications and information communications technology.<br />
•Provide advice and guidance on all issues relating to information technology and serving the community.<br />
•Found experiences and successful models in some countries in order to benefit from the repetition of such models or create better successful models.<br />
Finally, our societies can grow and prosper through join hands and unify the ideas, strategy of action, transparent to serve everyone for a bright future.<br />

Hand in hand with success makers <br />
<br />
Salamieh Community Telecentre main target is to spread computer literacy among young women and to bridge the gap between the economy and the information sector. Also the Telecentre is implementing maximal use of computer technologies to promote and build young women capacities and enable them find job opportunities in a challenging women – power market .<br />
These ICTs letters shed light on part of our efforts in this domain and focus on the critical importance of  ICTs  Programme .<br />
We hope our young women might be inspired to take the first step to make success and bright future. The following stories are authentic .They were sent from our students who could get job opportunities and become more competent and qualified .<br />

Our Salamieh Community Telecentre office has recently received floods of letters from our dear students who expressed their deep thanks and high estimation for our Telecentre. They revealed how much success they could ripe after finishing their computer and language courses in our Telecentre.<br />

Roza khaled<br />
Roza khaled is a student from "Barri" a village 30 Kms east of Salamieh. She got her high school certificate in 2003 . She was not able to continue her academic studies due to  severe poverty. She came to Salamieh Community Telecentre and we consulted her to follow a computer course in secondary administrative assistant for 6 months .She also took a course in English language (profile 1-/interchange) and a course communicative English and other courses in management.<br />
The Telecentre offered her all possible help to pursue her courses .Finally, she could finish her tests and exams successfully and get a certificate from Telecentre.<br />
A week ago she surprised us with a letter she sent from her new job location.<br />

Salamieh Community Telecentre is adopting an ambitious strategy to support women improve their computer and business English skills. <br />
Fatemah Kanaan, from Al saan village 35 Kms north of Salamieh, She is a graduate from the Faculty of Economy and Trade , Aleppo University. <br />
She strived for a long time to get a job, but all her efforts were in vain. Companies are doing wide cut off on its women power .It was a great challenge for her to expose new skills that could convince managers of her competence. <br />
She followed two courses in computer(accountancy  programme and more application from Microsoft office -ICDL and a course in Business  English Profile 1- 2- and Interchange) . She was a brilliant student among her colleagues. "Information at your finger tips"<br />
ICTs, under the motto "Information at your finger tips",  is a promising programme that would work as bridge for children in (SCT) Salamieh Community Telecentre, to communicate with other children in the world.<br />
It helps enriching them with necessary knowledge station and sense of creativity . It is by far, a way to materialize their dreams and enables them pass the threshold of global horizons.  <br />
Salamieh Community Telecentre, through its Communication and Information Sector, is therefore actively assisting children and young people to produce information themselves by supporting children media, and facilitating them create information. <br />
Training was conducted at the Strategic ICT programme for socio-economic development , ReefNet-Syria by Salamieh Community Telecentre – Syria – as part of education programme for children which was developed with the collaboration with  the UNDP and the Ministry of Communication and Technology in Syria.<br />
The two-month  training period in computer, English and French language was dedicated  to help children to access information world. The children were enthusiastic to investigate world of information .  <br />
90 ICTs  teaching hours are allocated to train children on concept of computer, access to internet world and English, French languages to develop skills in learning  information on application programme.<br />
(SCT) always works to investigate the roles that technology can play in improving teaching and learning children inside and outside the classroom. It also designs and develops technology applications that support engaged, active learning in formal and informal settings.<br />
the programme is conducted by " Nabil Eid  , Head manager of the (SCT) and Abdallah Fadel , Head of Language Department .Also ( Khloud Hwaijeh, Roaa Al Daman ) teachers of computer and (Reem Al Daman , Faten al Haj, Hawazen al Chaarani) teachers of English. (Lamis Mahfoud ) teacher of French language. <br />
All children and their families participants realized the importance and benefits of this kind of training for education professionals. The children received a package of handouts, which is of great help for their future teaching activities.<br />

Okba Al Khateeb is five years old. He is as student in the primary class in computer .<br />
He has shown much attachment and zeal to learn computer and has made a remarkable progress. He was at his computer doing some practices when I approached him:<br />

Mr Faisal Darwaish . A local citizen in Salamieh , came to our centre in the morning and asked us to enroll his daughter Hibba, for 2nd Time.<br />
When I asked him about his impression , he expressed his great estimation to the centre and this is is what he said<br />
" First I had a simple …idea about the centre but when my daughter Hibba had her first ICTs training at your centre I was surprised and over joyed with the bulk of information progress, she has had and the change that has come over here. My only daughter showed much attachment to the computer programme you are giving". I was at loss how I could fill her summer times . Now , She can contact  by internet with her brother in UAE, by sending emails, photos, news of our family and we can hear daily news from my son abroad.<br />

The use (ICT) in special needs education (SNE) is very high on the political agendas of countries.<br />
They we need to be taken to move into the information society and the central role played by education in making the information society a reality is clearly highlighted.<br />
Until now information on the use of ICT in the field of special needs education (SNE) has been limited to national and region level and very little information has been available at the world level.<br />
What the key information sources available, and what specialists see as being the future of ICT in disable people.<br />
The ICT in SNE Project in Context <br />
Sets the project information into a wider context. The subject presents points of view on special needs education, We will which promote the use of ICT in educational sectors, rehabilitation, develop disabilities skills, to introduce and support the introduction of ICT into organizations, The present indications are that an "Information Society for All " <br />
The focus in this subject describing the types of provision available within special educational settings as a result of national or regional level policy and the perceived strengths and weaknesses of this provision.   <br />
Specialist ICT in SNE support networks <br />
The different types of support structures available within countries focused upon combinations of one or more of the following:<br />
• National dedicated agencies for ICT in education and development skills.<br />
• Support services that work directly with teachers – trainers and pupils within in disabilities students and handicaps.<br />
• Specialist resource centres where volunteers and teachers obtain advice materials and information.<br />
• Specialist regional working groups.<br />
• Specialist websites and on – line networks.<br />
• In school support for training and steaming.<br />
ICT in SNE training<br />

The following factors clearly emerged as concerns:<br />
• Diffused responsibility for policy implementation.<br />
• Attitude barriers in relation to understanding the benefits and possibilities of ICT – at policy and implementation levels.<br />
• Lack of information on needs and requirements of schools and pupils upon which to base policy initiatives.<br />
• Limited finances supporting different aspects of provision or funding that is not needs targeted.<br />
• Lack of specialist teacher training, limited flexibility in training options.<br />
• Limited availability of specialist hard and software resources.<br />
• No formalized national support structure for ICT in SNE.<br />
• Disparity in availability of specialist expertise at regional level.<br />
• Limited availability of specialist information (particularly on –line ) resources.<br />
• Geographical isolation of trainers.<br />
The development of theory for using ICT in SNE is seen as being potentially enhanced if there are opportunities for co –operations between different groups of actors ( pupils and their families, teachers, support professionals and researcher hers ) at national and international levels. Furthermore, the possibility to enhance virtual co –operation with face –to –face meetings and exchanges was raised. The power of ICT as a tool for communication as well as a tool for learning is reinforced by the personal contact and exchange of SEN and ICT specialists.<br />

Co – operation in order to get a standardized storage format for text, pictures and sounds in different teaching materials and software according to the different needs of pupils with SNE ( Autism ,Cerebral Palsy).<br />
What the target of Salamieh Community Telecentre in SNE <br />
1-                 we will improve the E – learning experience for disabled students studying. <br />
-         Disabled students are the target of our project. It is clear that our efforts aim at providing a better learning environment on computer systems for the disabled students. Disabled students spend a good deal of time and effort in order to break the barriers within the society.<br />
-          The trainee will gain satisfactory experience that enable him /her to be an active member in society.<br />
-         The accomplishment of this level of education for all students can be a highly stressful task for us. In spite of the all the unusual problems, the disabled student is ultimately able to overcome them and start a new life .Further more, the trainee will have an access to job market. In this respect we encourage both local and governmental organizations to ensure job opportunities that emerge for those students.<br />
2-             We aim to help academic learning disabilities students to understand the issues  relating to the development of accessible learning environment<br />
The project is specifically arranged to create healthy learning environment. Although the term “special needs “is used in its broadest sense yet ,We want to have better understanding for this term by all people .For this reasons ,We have initiated an ambitious move to rehabilitate the disabled and qualify them for good life .The program includes activities such as providing equipments ,access to information at the pre –entry stage ,access to information and use of  ICT facilities.<br />
3-                 We aim to increase the competence and confidence of academic staff in understanding the needs of disabled students.<br />
Although aim two is directed towards providing practical examples of developing accessible teaching environments ,still there is a need to increase the general staff , awareness of better understanding to disability issues.<br />
Finally we have community telecentre promoting all disabled people and give the advice for learning disability students about using ICT to access the world and implementation issues .( Information for All ).<br />

It's my pleasure to share you another vital topic which , I do believe may open a vast area of discussion and exchange of ideas. I intend to put forward the above mentioned topic" Promoting youth through  ICT"<br />
For the following reasons. There is an increasing interest in youth promotion all over the world especially in MENA region.<br />
And another, promoting youth  It's one of the main targets in Salamieh Community Telecentre by bridging  digital gap in rural Syrian and MENA.<br />
<br />
I would like to participate in this subject for describe ways in which youth have been able to Promoting youth through (ICT) has been used to generate youth through (ICT) to develop and implement strategies that give young people in the Syrian society and MENA  region everywhere a real chance to find decent and productive work.<br />
And I would like to presented a series of best practice examples demonstrating how young people have used ICT to generate employment opportunities.<br />
On the low-technology end, these based services, working as "information intermediaries" and engaging in e-commerce – economic - based activities in rural areas.<br />

What the role of Telecentres in promoting youth through ICT<br />
- Run and establish  telecentres by youth with equipment of technologies. <br />
- Sharing the expense of equipment, skills and access amongst an ever-increasing number of users also helps to cut costs and make these services viable in remote areas. <br />
<br />
What barriers  youth face through ICT<br />
the barriers young people face in terms of financing, opportunity and skill sets. looking to develop the potential of ICT for generating employment for young people. These are summarized below: <br />
1.	Promote youth to participate in ICT. <br />
2.	Promote youth to consider self-employment as an option. <br />
3.	Develop other application computer skills which will assist in ICT enterprises. <br />
4.	Use competitions to generate interest in ICT.<br />
5.	Implement youth-friendly credit programmes. <br />
6.	Explore public sector and private partnerships. <br />
7.	Develop national and regional networks and partnerships. <br />
8.	Develop rural business models for public sector and private enterprises <br />
9.	Plan and evaluate the knowledge and technology partnerships.<br />
The digital divide is real and best practice examples of ICT-generated employment for youth are not necessarily going to be easy to repeat elsewhere. another option is for young people to use their skills in information technology to develop simple web sites in local languages.  to access agricultural, medical and educational information on the Internet. and design local web sites include not only information on agricultural, medical and educational services but also ways to develop existing income generating activities or set up new ones. The web site could also include detailed information about NGO programs to address poverty.  <br />

Can we promote the youth capacities  in MENA countries, and what the role of Governments.<br />
1- We can sets the context by showing the importance of youth in the demography of MENA countries, the broad definition of information and communication technologies used in the analysis and a categorization of MENA countries according to their differences in technological and socio-economic capacity.<br />
2- Definition the rule of governments in MENA countries for promoting youth ICT? specific ways are proposed for governments to give effect to this recommendation. The first is the need for governments to provide opportunities for youth to acquire ICT literacy, technical skills in ICT, and to look to ICT industries to provide employment or entrepreneurial opportunities for young people.<br />
3- Governments are exhorted to make greater use of both new and traditional information and communication technologies as tools for development and to close the ICT gender gap in terms of access to ICT.<br />
4- The Governments are encouraged to use infrastructure development and appropriate trade and fiscal policies and legislative frameworks to create an enabling environment for ICT diffusion.<br />
Finally, governments are urged to use public-private partnerships to bridge the digital divide for promoting youth through ICT.<br />
